It Was A Brutally Cold -9 Degrees, So When We Saw His Dog Chained Outside We Called 911

Outside of Minneapolis, Minnesota, one dog owner proved he had a barbaric streak. After the canine was found locked up outside during some of the coldest temperatures on record, the police had no choice but to get involved and try to save the poor dog’s life. 29-year-old Dang Xiong has been charged with a misdemeanor after he tied his dog outside of his home in Brooklyn Center, MN as the temperatures dropped to negative nine degrees last week.

When authorities came across the neglected dog, it was shivering. It was tied on a short leash, so it was unable to move around and build up the heat in its body. The dog was also tied next to a pile of vomit and was not provided enough food. All water had frozen solid.

Police rescued the dog from the frigid and cruel conditions. Xiang has since been charged with inhumanely, unnecessarily, cruelly beating, injuring or abusing an animal. And few would be willing to argue his side of this case with evidence as clear as this is.

Unfortunately, the state of Minnesota does not have very strict punishments of horrible cases of animal abuse like this. Xiong faces a fine of up to $1,000, which barely seems to fit the level of the crime he committed.

The dog was seized and given over to the custody of the Pets Under Police Scrutiny (PUPS) center, which is located in nearby Maple Grove, Minnesota. The facility is where pets in the surrounding area are impounded when they need a safe place to stay.

PUPS often shares reminders to their followers on Facebook. Recently, they wrote, “If it’s too cold for you outside, it’s too cold for your them. Like people, cats and dogs are susceptible to frostbite and hypothermia. Please bring them inside!”

Although it is unclear if Xiong read such a reminder or cared at all about the health and safety of his canine, he nevertheless left his dog tied up in the frigid cold during one of the coldest streaks in recent history.

While the deadly weather phenomenon killed at least a dozen people, it probably killed even more dogs and cats, numbers of which are not even known. In Minneapolis, the temperatures dropped to as low as -24F.

“I’m sick of STUPID people. If you do not know how to take care of an animal humanely, don’t get one. Animal torture is now taken seriously in all states. If you can’t take care of your dog take the animal to a shelter or at least animal control which is run by counties and they have to take all surrenders. However, I am sure there are thousands of animals right now being left in the cold. Call your local AC and have them check the animal out. I have seen too many animals freeze to death when all it took was someone calling authorities. There is no excuse or reason for this.”
